The sailboat will be the give-way vessel or it will have the right of way always unless they are using the motor power of the sail or if the other boat cannot travel, then the sailboat would have to give way. Also, a sailboat will give the right of way to large ships that cannot maneuver. When a sailboat is in motor power, it will be measured as a power boat.
